Building Damage Assessment Lookup in Hatay: How It Works and What the Results Mean

When evaluating a building, apartment or plot in Hatay after the earthquakes, one of the first questions is: what does the official damage assessment say about this structure? The damage assessment query page of the Ministry of Environment, Urbanisation and Climate Change (hasartespit.csb.gov.tr) makes this information publicly available. Based on the page's official explanations, this article covers how the query works, what the results mean and what to check before buying. It is dated 19 September 2026; procedures and deadlines may have changed, so confirm the details on the official page and with the ministry's Hatay Provincial Directorate.

How Is the Damage Assessment Query Done?

The query is run through the ministry's official damage assessment page, which offers search by ID information, by building details or by address/map. Because the options may be updated over time, check directly on the page which method is currently open. For a building you are considering buying, run the query with the province, district, neighbourhood, block and parcel numbers on the title deed where possible; damage records are building-based and similar addresses in the same neighbourhood can be confused.

  • Use only the official domain (hasartespit.csb.gov.tr); never enter your ID number on third-party sites.
  • Save the result screen with its date (screenshot or PDF).
  • If the building contains several independent units, check whether the result is given for the building or for the unit.

What Do the Damage Classes Mean?

In the official assessment, structures are grouped into classes such as undamaged, slightly damaged, moderately damaged, severely damaged, and collapsed or to be urgently demolished. In general terms, slightly and moderately damaged structures may be candidates for repair or strengthening, while severely damaged and urgently-to-be-demolished structures go through demolition. The legal consequences of each class (demolition orders, entitlement, support conditions) are governed by separate legislation, so read the ministry's current explanations before interpreting a result.

Can the Result Be Challenged?

According to the ministry page, results are announced neighbourhood by neighbourhood and an objection period of one month runs from the announcement date. Given the time since the earthquakes, these periods have probably ended in most Hatay neighbourhoods; but this should be confirmed for the specific neighbourhood rather than assumed. You can ask the ministry's Hatay Provincial Directorate whether an objection right remains open for your building.

Pre-Purchase Checklist

  • Query the building's official damage status and keep the dated result.
  • Verify that the title record is consistent with its pre- and post-earthquake information.
  • Confirm with the municipality and land registry whether the parcel falls within urban transformation, a risk area or a reserve area.
  • If repair or strengthening was carried out, ask for the project, permit and inspection documents.
  • For newly built buildings, review the building permit, occupancy permit and ground survey report.
  • If the damage result contradicts the seller's statement, pause the transaction and ask for a written explanation.

This article is not legal or technical advice; binding information on damage class, structural safety and entitlement can only come from the competent authorities.

What does this data mean for an investor?

Hatay holds about a third (33.8%) of the independent units built in the region, or roughly 9.7 units per 100 registered residents (1,577,531). For comparison, TurkStat's occupancy-permit statistics show 32,933 dwellings for Hatay in 2024–2025; the two figures do not use the same measure and TurkStat's coverage widened from Q2 2025, so they should not be divided by one another, and the sources do not say how much of these deliveries the TurkStat figure includes.

What it means for an investor: these units were produced to be delivered to entitled owners, so a large part of the newly built stock does not enter the ordinary sale-and-purchase market directly (interpretation). The conditions for later sale or rental of delivered homes must be verified separately in the relevant legislation and title records; these figures do not show an effect on prices or rents.

Limitation: The figures rest on the institutions' press statements (they are not an audited statistical series). No split into homes and workplaces is given for Hatay; the split into 367,995 housing units, 65,672 village houses and 21,690 workplaces applies only to the regional total. Whether each unit has been taken over, and its occupancy status, is not shown.
