Organized Industrial Zone (OIZ) Investment: Opportunities and Advantages in Hatay
8/10/2026 · 8 min read
Organized industrial zones (OIZs) are a widely preferred model across Türkiye for production investors, thanks to their ready infrastructure and regulated legal framework. Hatay's OIZs add the cost advantages of the Region 6 incentive system on top of those benefits. In this article, we look at the opportunities and advantages of OIZ investment in Hatay.
Hatay's Main OIZs
İskenderun II OIZ (78 hectares), Erzin OIZ (175 hectares), Antakya OIZ (established in 1995) and the Hassa OIZ, developing toward a 30,000-job target, are the region's main organized industrial zones. Each has its own sector concentration and logistics advantages; the OIZs around İskenderun stand out in particular for their port connection.
The Cost Advantage of Ready Infrastructure
Because road, electrical, water and wastewater infrastructure is already in place on an OIZ parcel, an investor doesn't need to fund those items separately. That meaningfully lowers the upfront cost, especially for mid-sized production investments.
An Advantage Compounded by Region 6 Incentives
Hatay's status under Region 6 means an OIZ investment can also access incentives like tax breaks, SGK premium support and customs exemptions. Additional support available through December 31, 2026 for sectors under NACE codes 10-32 and 38.2 strengthens that advantage further.
How Does Parcel Allocation Work?
Applying to the relevant OIZ directorate along with the investment project
The investment project being evaluated by the OIZ's board of directors
Signing the parcel allocation agreement for approved projects
Completing incentive applications alongside the transition to construction and production
Which Sectors Is It Suited For?
Hatay's OIZs offer particularly suitable ground for food processing, textiles, chemicals, logistics and general manufacturing. Proximity to İskenderun Port provides an added advantage for companies producing for export.
Building New vs. Leasing a Ready Facility
Some OIZs offer, alongside empty parcels for investors to build to their own specifications, ready-built factory buildings available to lease or purchase. A ready building shortens the time to reach production, while building on an empty parcel gives a facility designed and adapted specifically to the production process over the long run. Which option fits better depends on the investment's scale and timeline.
Environmental and Waste Management Infrastructure
An important part of the ready infrastructure an OIZ offers is its wastewater treatment facilities and centralized environmental management systems. That infrastructure removes a costly system an investor would otherwise need to build independently, particularly for sectors like food processing and chemicals that require waste management, and simplifies environmental compliance.
A Timeline for OIZ Investment
Parcel application and evaluation: typically a few weeks
Incentive certificate application and approval: varies with project scale
Construction and utility connections: a few months on ready parcels
Transition to production and initial inspections: confirming compliance with incentive terms
The Logistics Advantage for Export-Focused Production
Proximity to İskenderun Port is a meaningful logistics advantage for companies producing in Hatay's OIZs. The port, which handled 70.9 million tons of cargo in 2025, gives direct access to Eastern Mediterranean trade, a concrete difference that lowers both shipping time and cost, particularly for producers exporting to European and Middle Eastern markets.
Staying in Contact With the OIZ Administration
Companies investing in an OIZ need to stay in regular contact with its administration throughout the process, from parcel allocation to utility connections. Keeping that communication accurate and transparent from the start both speeds up bureaucratic steps and helps catch potential issues early.
Sustainability and the Green Production Trend
International buyers, particularly ones exporting to the European market, increasingly expect sustainable production standards from their suppliers. The centralized wastewater treatment and environmental management infrastructure OIZs offer makes meeting those standards easier; production facilities supported by solar panels also lower energy costs while giving an additional competitive edge with international buyers.
OIZ or Free Zone?
OIZs and free zones offer different advantages: OIZs suit investors producing for the domestic market who want to access regional incentives, while free zones are designed mainly for investors producing for export who want to make fuller use of customs duty and VAT advantages. When planning a production investment in Hatay, we work with you to evaluate which model fits your target market better.
Staff Shuttles and Transportation Planning
Because OIZs are typically located outside city centers, staff shuttle and transportation planning becomes a meaningful line item in operating costs. Using shared shuttle routes across OIZs in areas like İskenderun and Erzin can be more economical than running a shuttle independently; it's worth checking with the OIZ administration about options like this.
Joining the OIZ Board
Companies operating in an OIZ can, once certain conditions are met, become eligible to join its board or take part in general assembly proceedings. That participation isn't just a formality; it's a channel through which you can directly influence infrastructure investment priorities, shared service planning and the OIZ's future development direction. If you're planning a long-term investment in particular, it's worth learning early how to use these participation rights.
A production investment in one of Hatay's OIZs brings together ready infrastructure and a strong incentive system, a rare combination. Through our Industrial Zone (OIZ) Investment Consulting service, we plan the right parcel and the right incentive application together with you.
From the official data
Industrial Infrastructure: Small Industrial Estates and OSB Facilities
The 2026 Investment Programme lists eleven small industrial estate (KSS) items in Hatay, plus wastewater treatment plants for the Antakya and Payas organised industrial zones (OSB). The largest KSS item is Ayakkabıcılar KSS (TRY 4.80 billion, 2007–2029), with a 2026 allocation of TRY 3.12 billion.
The KSS projects aim to resettle tradespeople and small-scale production (shoes, furniture and similar) after the earthquake, and, judging by their names, are spread across districts (Antakya, Belen, Samandağ, Arsuz, Hassa, Kırıkhan). The OSB treatment plants and rail siding are items that close infrastructure gaps for larger-scale production. For a new industrial investor, the table shows where the public side stands on parcels, wastewater and rail connection.
Limitation: The programme items are public investment; occupancy of the OSBs, number of firms, employment, output and export data are not in this source and must be complemented with data from the Ministry of Industry and Technology, the relevant OSB directorates and the Ministry of Trade. Which sector a KSS serves is inferred from the programme names.
According to the Ministry of Transport and Infrastructure, Turkish ports handled 553,268,303 tonnes in 2025; the İskenderun Regional Port Authority handled 70,905,737 tonnes, third after Aliağa (89,507,150 tonnes) and Kocaeli (83,939,975 tonnes). In the Ministry of Trade's exports-by-province-of-activity table, Hatay ranked 11th in 2023 with USD 5,170 million.

İskenderun Regional Port Authority: cargo handled (tonnes)
The İskenderun Regional Port Authority handles 12.8% of the cargo moved through Turkish ports and trails only Aliağa and Kocaeli. This volume shows that Hatay remained one of the country's main cargo gateways even after the earthquake. Hatay's exports fell 11.7% in 2023 to USD 5,170 million; in September 2025 monthly exports rose +11.9% on the same month of the previous year. A single month does not prove an annual recovery; the annual 2024–2025 figures are not in this compilation.
What it means for an investor: port and export volumes are the most concrete official gauges of the scale of demand for warehousing, bonded areas, logistics centres and export-oriented production. But how much of the port tonnage is cargo produced in or destined for Hatay, as opposed to transit, cannot be separated from these data; cargo type and country breakdowns should be queried separately before investing.
Limitation: The port figure is the sum of all ports under the İskenderun Regional Port Authority and has no cargo-type or country breakdown. The export table is based on place of production (province of activity), which differs from head-office-based tables. Annual provincial exports for 2024 and 2025 (the Ministry's relevant file could not be accessed) and the sector breakdown of exports are not in this compilation; September 2025 is a single-month figure.
