Unlicensed Solar Power (GES) Investment

TEİAŞ's 1,500 MW transmission-level allocation and EPDK's 2,000 MW distribution-level unlicensed capacity for 2026 give solar investors a concrete, quantified framework for siting projects on Hatay's high-sunshine land.

Field of solar panels under a clear sky

TEİAŞ has announced a total of 1,500 MW in transmission-level capacity for unlicensed wind and solar power plants connecting in 2026, with each individual or corporate applicant capped at 75 MW at transmission level and 10 MW at distribution level. EPDK has separately allocated 2,000 MW of distribution-level unlicensed solar and wind capacity for 2026, broken down by substation.

Solar equipment benefits from a reduced 1% VAT rate, a meaningful reduction in upfront investment cost. Hatay's Mediterranean climate and broad agricultural land base, particularly around Kırıkhan and Reyhanlı, offer favorable siting conditions.

What Project Types Are Worth Considering?

  • Ground-mounted unlicensed solar plant (self-consumption or distribution-level grid sale)
  • Dedicated solar plant serving a single industrial facility's energy needs
  • Solar development on leased or partnered agricultural land
  • Pooled solar project serving multiple OIZ factories

Which Areas Should You Consider?

Kırıkhan and Reyhanlı stand out for solar investment thanks to broad agricultural land and high sunshine hours. İskenderun, Erzin and Hassa OIZs represent a direct demand source for facility-specific energy projects.

Connection and Permit Process

  • Connection application to TEDAŞ (distribution level) or TEİAŞ (transmission level)
  • EPDK unlicensed generation application and confirmation of capacity allocation
  • Land-use compliance and, if using agricultural land, non-agricultural-use permit
  • Building permit for site and substation structures

Incentives and Support

Alongside the 1% VAT rate on solar equipment, Region 6 incentives and the national YEKDEM (Renewable Energy Resources Support Mechanism) purchase guarantee are also relevant. Because 2026 capacity allocation is capped per applicant (75 MW transmission, 10 MW distribution), application timing matters.

What to Keep in Mind

2026 capacity allocation is limited and can fill quickly against demand, making connection application timing critical. Solar development on agricultural land requires a separate non-agricultural-use permit, which can affect the overall project timeline.

From the official data

Energy: The Only Item in the Public Investment Programme

The 2026 Investment Programme contains a single energy project: TEİAŞ's 154 kV Reyhanlı–Hassa transmission line (65 km, TRY 950 million, 2025–2028), with a 2026 allocation of TRY 500 million.

Energy's share of the programme0.3%2026[1]

What does this data mean for an investor?

Energy's share of the public programme is well below 1%, which suggests that solar, wind or storage investments are expected to move mainly through private investment and licensing processes rather than the public budget (interpretation). Because the line reinforces grid capacity at 154 kV, it may affect grid-connection options for facilities around Hassa and Reyhanlı; how much capacity opens at which point cannot be read from this source.

Limitation: This is public investment only. Installed capacity, electricity generation, solar potential and grid-connection capacity data (TEİAŞ, EPDK, the relevant distribution company) are not in this compilation and should be consulted separately before any energy investment.

Figures come from official sources; interpretations are Invest Hatay's own and are not investment advice.
