Seafood Processing Facility Investment

Academic research documents that despite İskenderun Bay's high seafood production potential, the region lacks a wholesale fish market and modern processing capacity, pointing to a clear investment opening.

Packaging line inside a seafood processing facility

A comparative academic analysis of Hatay's seafood export sector found that despite İskenderun Bay's high production potential, investment has remained limited due to a lack of space in organized industrial zones and, critically, the absence of a wholesale fish market in the region, preventing a regional market from forming. This is a concrete gap that a modern processing and packaging facility could fill.

What Project Types Are Worth Considering?

  • Modern seafood processing and packaging facility
  • Cold-chain-integrated fish distribution center
  • Export-oriented frozen seafood facility
  • Regional wholesale fish market operation

Which Areas Should You Consider?

İskenderun, close to the bay's fishing activity and the port, is the primary location. Samandağ and Arsuz offer a complementary supply source through coastal fishing.

Licensing and Permit Process

  • Business registration with the Ministry of Agriculture and Forestry's Directorate General of Fisheries and Aquaculture
  • Food business registration/approval certificate and hygiene standards inspection
  • EU or target-market health certification for export
  • Cold-chain and storage standards compliance

Incentives and Support

Region 6 incentives apply to seafood processing facilities as well; the Ministry of Agriculture and Forestry's grant support for aquaculture and processing is also worth evaluating.

What to Keep in Mind

The region's lack of an organized wholesale fish market is both a challenge and an opportunity: an investor who fills this gap can secure a leading position in regional price formation and the supply chain.

From the official data

Coast, Marina and Aquaculture: Official Records

The 2026 Investment Programme includes TRY 419 million for the Madenli Yacht Harbour and Water Sports Centre (2024–2028) and TRY 147 million for the İskenderun Regional Port Authority building. According to the Directorate of Agriculture and Forestry's 2025 report, 17 aquaculture businesses produced 9,116 tonnes, of which 8,977.5 tonnes were sea-bream and sea-bass in sea cages.

What does this data mean for an investor?

Cage output (8,977.5 tonnes) is 56% of design capacity (16,000 tonnes) and 87% of actual capacity (10,300 tonnes). The gap points to room for existing farms to raise output without new capacity, although what limits this (permits, feed, markets) cannot be read from the data. Read together with 5,956.7 tonnes of wild marine catch, it shows a raw-material base for seafood processing; processing capacity and price data are not in this source.

What it means for an investor: for marina and coastal tourism projects, public investment (Madenli) supplies an infrastructure base; in aquaculture the number of businesses is small (17), so the sector is small-scale and, for a new entrant, licences, leased sea area and market access are the first things to check.

Limitation: Aquaculture figures come from the provincial directorate's 2025 activity report and rest on administrative records. The marina project's completion date is a programme projection. Visitor, boat, berth or port-handling figures are not included in this compilation.

Figures come from official sources; interpretations are Invest Hatay's own and are not investment advice.
